UN Council Approves Trump's Gaza Strip Initiative
The global body has voted to endorse measures put forward by President Trump for achieving a long-term stability in Gaza, featuring the introduction of an global peacekeeping force and a possible avenue to a Palestinian statehood.
Widespread Approval with Notable Abstentions
The proposal was passed by a count of 13-0, with both China and Russia abstaining. Washington's diplomat Mike Waltz informed the UN assembly that it set “a new course in the Middle East for the conflicting parties and all the residents of the territory alike”.
Negotiated Wording on Sovereignty
The inclusion of allusions to an independent Palestine was the trade-off the United States offered for endorsement from the Muslim nations, who are expected to provide security forces for the international stabilisation force (ISF).
“Provisional steps that we begin today must be executed in adhering to global standards and honoring Palestinian sovereignty,” the UK chargé d’affaires declared.
Netanyahu's Objection Remains
However, on the brink of the UN vote, PM Benjamin Netanyahu reaffirmed his cabinet's adamant opposition to the establishment of a independent Palestinian entity, raising questions on whether the Israeli government will accept the enactment of the Council-backed plan.
Key Provisions of the Resolution
- Immediate lifting of remaining curbs on relief supplies into the territory
- Establishment of an multinational peacekeeping unit
- Steps toward reconstruction and a potential “pathway to Palestinian self-determination and sovereignty”
Unclear Wording and Requirements
The inclusion to Palestinian statehood was a compromise addition to an first US version which excluded it. Yet the language is ambiguous and conditional, stating only that once the Palestinian Authority has undergone changes and the rebuilding of Gaza is advancing, “the situation may finally be in place for a feasible course to Palestinian independence and statehood.”
International Reaction
The phrasing was insufficient of the definite pledge to the creation of a sovereign Palestine alongside Israel desired by Muslim nations, as well as European council members, but in statements to the chamber after the approval, delegates from those states said they were prepared to accept the settlement in the interests of prolonging the ongoing cessation of hostilities and prompt actions to feed and protect the millions of Palestinian residents in the territory.
“Our delegation has eventually decided to support of this document, a measure that we support its primary aim, namely the maintenance of the ceasefire and the creation of conditions allowing the Palestinian people to exercise their fundamental rights to self-determination and statehood,” Amar Bendjama declared.
Implementation Challenges
This measure gives comprehensive monitoring control to a “peace board” headed by the US president, but of uncertain membership. This committee has to inform the international body but it is not obligated by the preferences of the UN or by the Palestinian Authority.
Additionally, it requires the creation of a specialized Palestinian group that is tasked with overseeing daily administration of the Gaza and the delivery of services, but it is quite ambiguous who would take part.
Security Force Authority
The mandate of the global force gives it authority to remove and dissolve militant organizations in the territory, but it is far from clear that would-be troop contributors would be willing to face such organizations. None of the states has to date committed itself to dispatching troops.
Furthermore the requirements for changes to the PA, the precondition towards progress on independence, have been unclear.
EU representatives said they deemed it necessary that the names of the Palestinian technocratic committee to distribute aid was agreed as promptly.
